VA chief urges for new power over senior staff firings after court ruling

Veterans Affairs Secretary David J. Shulkin is pushing Congress to take action following an appellate court decision that blocked a portion of a law limiting employee rights for some senior staff.

A U.S. Court of Appeals for the Federal Circuit ruling on Tuesday said Sharon M. Helman, the fired director of the Phoenix Veterans Affairs Health Care System, had a right to appeal her dismissal to the Merit Systems Protection Board. The Veterans Access, Choice, and Accountability Act of 2014 had taken away that level of appeal for VA senior executives.
