In many offices, this handover of power is likely to be greeted with suspicion. The meeting of so-called politicals and career civil servants is a Washington institution. And it’s often a messy one. Messy with mistrust and questions of who is the better, smarter manager as people hired for their political affiliation and work on the campaign come in to run the government.
