O'Malley wants other states to implement Maryland's global budget plan

Modern Healthcare (complimentary online subscription): Democratic presidential candidate Martin O'Malley has released a health policy plan that focuses on bringing down prescription drug prices and continuing to reduce the number of uninsured.The candidate, who is consistently polling a distant third to frontrunners Hillary Clinton and Vermont Sen. Bernie Sanders, released the 10-page plan Tuesday morning. His plan is similar to those of his party rivals. He stops short, however, of suggesting the single-payer system that Sanders has touted.
