Obama's day: Signing a cell phone law

President Obama opens August on Friday with a light public schedule that features only a bill signing.
In the afternoon, Obama will sign the Unlocking Consumer Choice and Wireless Competition Act. The new law allows consumers to "unlock" their cell phones so that they can switch service providers after their contracts are up.
It's possible that Obama could add something to the schedule, especially if -- as expected -- Congress breaks for summer recess without passing a bill to address border security.
