Cyber Deterrence: Infrastructure Resilience and Continuity Planning
Homeland Security Today: As cyber threats intensify against the US electric grid, financial institutions and other cornerstones of our economy, policymakers are grappling with a novel challenge: how to deter potentially crippling attacks by other nations and terrorist groups.
The Obama administration adopted a little-noticed, but extraordinarily important shift in cyber deterrence. Under this new deterrence paradigm, the United States will not only discourage attacks by threatening to retaliate against them, but also achieve “deterrence by denial,” by reducing the damage and disruption that adversaries hope to achieve.
