Government Security News: The folks who maintain the National Communications System, which provides the “priority telecommunications service” during national emergencies in order to overcome network failures and congestion on landline and wireless cellular services, are now trying to figure out how they’ll add Voice over IP, data and Web access to those “priority” services.

Essentially, the NCS is gathering market research information so it can plan to keep pace with the fast-changing communications field, even in times of extremely heavy usage.
