There’s new leadership at GSA’s Federal Acquisition Service.

Mary Davie has been appointed as FAS deputy commissioner and Kay Ely will be assistant commissioner for the FAS Office of Information Technology Category, making official positions both women have held on an interim basis.

At the same time, Dave Zvenyach, currently the acting executive director of 18F, will become acting assistant commissioner for the FAS Office of Systems Management. Zvenyach’s slot will be filled by Rebecca Piazza, who will be acting executive director.

“As we build our vision for the future, I am happy to be working with such a talented and skilled leadership team,” FAS Commissioner Alan Thomas said. “The willingness of our team of civil servants to apply their individual strengths and experiences to new opportunities has FAS well-positioned to be successful long into the future.”

Davie’s title becomes official Sept. 25, while the other appointments go into effect on Oct. 1.

Other FAS leadership changes include:

  • Bob Noonan, assistant commissioner for the FAS Office of Systems Management, will become acting assistant commissioner of the FAS Office of General Supplies and Services. 
  • Erv Koehler, the FAS regional commissioner for the Southeast Sunbelt Region, will be the assistant commissioner of the FAS Office of Customer Accounts and Stakeholder Engagement. His deputy, Joel Rogero, will serve as the acting regional commissioner for the Southeast Sunbelt Region.
  • Kim Brown, assistant commissioner for the Office of Customer Accounts and Stakeholder Engagement, will return to her previous job as FAS regional commissioner for the GSA Great Lakes Region.

“I understand there has been substantial change this year and trust you will continue to adapt and be successful as we fill key management positions and align several of our top leaders to best position the enterprise for continued success in FY18 and beyond,” Thomas said in an email to GSA employees obtained by Federal Times.

“As we start a new fiscal year, now is the time to solidify the front office team and our portfolios, continue strengthening our regional leadership cadre, take a user-centered design and iterative development approach to modernizing our core business systems, and replicate the breakout success we’ve had with some of our largest and most strategic customers like the Army.”
