The CIA is supposed to spy on America’s foreign enemies. But that list apparently includes the NSA and FBI.

Documents released by Wikileaks show that the CIA grabbed data from other federal organizations that tie into a CIA biometric collection system run by the agency’s Office of Technical Services, or OTS.

“... ExpressLane is a covert information collection tool that is used by the CIA to secretly exfiltrate data collections from such systems provided to liaison services,” according to Wikileaks. ” is installed and run with the cover of upgrading the biometric software by OTS agents that visit the liaison sites. Liaison officers overseeing this procedure will remain unsuspicious, as the data exfiltration disguises behind a Windows installation splash screen.”

Indeed, the requirements statement for the CIA project – published by Wikileaks – describes ExpressLane as “a Windows Service that collects files to a covert partition on a USB drive. ExpressLane has a timed kill capability that revokes the functionality of biometric collection/analysis software. Version 3.1.1 launches a Windows installation splash screen that runs as the cover application during covert file collection.”

“Some of these biometric systems have already been given to the Liaison services,” the document said. “OTS/i2c plans to revisit these sites with the cover of upgrading the biometric software to perform a collection against the biometric takes.”

In addition to the NSA and FBI, the CIA biometric system is also tied into the Department of Homeland Security.

The core components of ExpressLane are based on products from Cross Match, which makes biometric systems for law enforcement and intelligence agencies.
