Why Arizona agreed to pay $12 million to land 1,000 jobs

The decision facing the Arizona Commerce Authority and city of Tempe was whether to invest more than $12 million in Chicago-based Northern Trust's regional corporate headquarters and its plans to open in Tempe. If Arizona and the city did not step up to the plate on this deal, the project would go to a competing state. More than two years had gone into negotiations, and the deal could fall apart if the dollars didn’t make sense.
