5 Obamacare Changes Being Considered, Ranked From Most to Least Likely to Pass

Governing: While U.S. Sen. Bernie Sanders' "Medicare-for-all" plan stole the health-care spotlight and a last-ditch attempt to repeal the Affordable Care Act (ACA) was introduced this week, there's still a bipartisan effort going on in Congress to reform President Obama's signature achievement.

After attempts to repeal the ACA this summer failed, the Republican-led Congress is leading a debate about how to alleviate some of the law's problems -- and they're getting a lot of advice from the states.

Because of the ACA, the rate of Americans with health insurance is at an all-time high. But rising premiums and shrinking options are plaguing the group of consumers who don't qualify for Medicaid or insurance subsidies.
