Eight U.S. States to Roll Out Electric Vehicle Plan
The Wall Street Journal (online registration required): Leaders of eight large, coastal U.S. states, including California and New York, are expected to roll out Thursday more details of a plan aimed at spurring sales of 3.3 million "zero emission vehicles" by 2025 through a combination of consumer incentives and regulatory action.
