FEMA creating new flood insurance advocacy office, though Congress hasn't yet come through with funding

Times-Picayune: WASHINGTON  -- The Federal Emergency Management Agency is moving forward with a provision in a 2014 flood insurance law requiring the agency to establish an independent advocate's office to help people navigate through the complexities of the program.
