Should Congress Measure Tax Changes Differently?

The Washington Post: Bipartisan talks to rewrite the tax code started and faltered this year, and now some lawmakers want to change the way Congress considers future efforts.

Sen. Rob Portman (R., Ohio), the former Bush administration budget director, on Wednesday will introduce “The Accurate Budgeting Act,” a bill that would require a key congressional panel to measure the broader economic impacts – both positive and negative – of certain proposals to raise or lower taxes.
