Governing: For five consecutive years, New Orleans had the highest murder rate of any U.S. city its size. It was a distinction that Mayor Mitch Landrieu was eager to shed when he assumed office in 2010. But the city was still recovering from the one-two punch of Hurricane Katrina and the national recession. “What we inherited was a city teetering on the edge of bankruptcy,” Landrieu says.
