Governing: In 2006, John de Graaf was in the middle of turning the book The Motherhood Manifesto, which chronicled some of the harder choices working mothers face, into a documentary film. As part of his research he met Selena Allen, a mother who had delivered her baby boy six weeks prematurely and couldn’t afford to take off more than four weeks -- cobbled together using vacation and sick time -- from her job.
